Thank you for writing to express your interest in the Arms Trade Treaty negotiations underway in July 2012 in New York.
The United States is committed to actively pursuing a strong and robust Arms Trade Treaty.  Around the world, we see instability and conflict fueled and prolonged by illicit flows of guns, planes, and other conventional weapons.  An Arms Trade Treaty with the highest possible legally binding standards for the international transfer of conventional weapons could help prevent the acquisition of weapons by terrorists, criminals, and those who violate human rights.
In addition to our support for an Arms Trade Treaty, the United States directly assists many other countries to raise their export control standards and stop the transfer or transshipment of weapons to rogue states, terrorist groups, and groups seeking to unsettle regions.
For the last year, the United States has solicited proposals from our international partners about how ammunition could be included in an Arms Trade Treaty in a practical and effective way.  Although we do not believe that including ammunition in the scope of an Arms Trade Treaty will effectively further the goals and objectives of the treaty, we will continue to listen to any proposals for including ammunition.
